Large In-Plant Pump Station Condition Assessment – It’s All in the Planning

Presentation Description: Black & Veatch provided pump station condition assessment of three separate large (200+ MGD) critical pump stations within the San Jose-Santa Clara Regional Wastewater Facility. The primary goal of the project was to assess the conditions of the existing mechanical, electrical, structural, and instrumentation components of each of the pump stations with the end driver of extending the life of the assets an additional 30+ years into the future. The assessment, findings and analyses were utilized to provide the following information to City of San Jose (City):

• Condition assessment scoring and estimated remaining life of pump station component
• Class 5 planning level costing for each pump station component that is recommended to be replaced within 30 year window
• Recommended project implementation and sequencing schedule for retrofitting / rehabilitating each pump station
The information and recommendations Black & Veatch provided to the City was utilized by management and stakeholders for capital improvement planning and will ultimately be used to define the scope of the future pump station improvements projects.

Presentation will focus on the following main items:

• Pump station size, complexity, and importance to City.
• The approach to planning for each pump station shut down and the criticality of early planning for establishing safety protocols, assessment strategies, division of responsibilities between Black & Veatch (and Subs) and City; and maintaining flexibility for working around City operating and on-going construction constraints
• Criticality of client engagement for project success – lots of input and buy-in from City work groups including engineering, O&M, electrical, instrumentation, and process.
• Tools and analyses methods, including scoring criteria
• Assessment limitations and assumptions with considerations made for inaccessible locations versus accessible locations
• Project implementation approach – providing City with schedule of recommended improvements
• Importance and value of performing condition assessment - establishes/defines scope of work for future rehabilitation projects and minimizes unknowns/change orders during design and construction
