DPR vs IPR: How Will This Impact Your Source Control Program?

Presentation Description: California is in the draft phase of developing their DPR regulations, with final, enforceable regulations anticipated within the next year. There are significant differences between the existing requirements for IPR and the anticipated requirements for DPR; and facilities that are considering upgrading from IPR to DPR or choosing between the two need to understand these differences. One area in which the regulations have advanced for DPR is source control. DPR requires substantially more monitoring, sampling, and surveillance of the collection system. This presentation will present the differences between the two purified water approaches using two case studies - the IPR programs at the City of Morro Bay and the City of Pismo Beach.

The City of Morro Bay is currently in the start-up phase of IPR and is still developing strategies for the best monitoring and source control practices. The City of Pismo Beach is in the preliminary design phase of a potable reuse facility and is still developing an Enhanced Source Control Program (ESCP). Both cities are small facilities that have had to create an ESCP from scratch. This presentation will discuss the challenges with developing an IPR source control program and the implications for implementing a DPR source control program, including:

- Online monitoring of chemicals throughout the collection system and treatment train.
- Increased sampling frequency.
- More advanced wastewater operator certifications.
- Joint cooperation with water agencies.

A major anticipated challenge associated with the DPR source control requirements is real-time monitoring in the collection system and headworks. The City of Morro Bay participated in a real-time collection system monitoring study funded by the Water Research Foundation that compared the latest sensors and tested new methods to determine what level of real-time collection system monitoring is feasible for downstream potable reuse. Results from this study helped to develop a framework for integrating real-time monitoring into existing pretreatment program requirements, which will be discussed in the context of each city's current source control program.
