My name is Louis Sun, and I’m currently the Wastewater Treatment Plant Manager for the City of Pacifica. I have worked in local government for more than 17 years. I am also a part-time adjunct lead faculty for the Water & Wastewater Technology Program at Evergreen Valley College, San Jose, CA. I have a Bachelor of Science Degree in Civil Engineering from The Ohio State University, and a Master of Science degree in Engineering Management from Santa Clara University. My notable projects include the Foster City Levee Improvement Project, San Mateo Wastewater Treatment Plant Expansion Project, Pacifica Equalization Basin Project, and Bakersfield, Wastewater Treatment Plant # 3 – 2007 Expansion Project.
Before re-joining City of Pacifica, I worked for Foster City as the Public Works Director, worked for City of Pacifica as their Deputy Director of Public Works and Chief Plant Operator, and worked for City of Bakersfield as the Wastewater Manager and the Chief Plant Operator, managing the Wastewater Division, which included two wastewater treatment plants (Plant 2 is 25MGD and Plant 3 is 32MGD treatment capacity), wastewater capital improvement program, pre-treatment program, and wastewater revenue program. Prior to joining Wastewater Division, I was a Civil Engineer III with Bakersfield Public Works Design Engineering Division.
Prior to City of Bakersfield, I worked in the private sector as a design engineer and as a construction superintendent, with responsibilities such as draft construction plans, special provisions, contract documents, engineer’s estimate, construction management, construction inspection, and review environmental documents. I am a registered professional engineer in the states of Washington and California. I am also a certified Grade V California Wastewater Treatment Plant Operator and Grade 2 California Water Distribution System Operator.
