James is a Principal and the Chief Learning Officer at Competency Training Systems and a member of CWEA. He has a Masters of Arts in Education, Curriculum and Instruction and a cited author within the field of training and education. He has over forty years of training and workforce development experience. James retired from the US Navy in 1997 after 20 years of service. The last six years of service were spent in the military instructional field. He has worked with Industrial and Organizational Psychologists in the area of Team Training and the Collaborative Development of Expertise. From November 2003 until December 2013, he was the Technical Training Coordinator at the Union Sanitary District in Union City, California. Since 2013, he has provided consulting services to many agencies, primarily centered around standard operating procedure development and competency based training. He works closely with various subject matter experts in Plant Operations, Maintenance, Electrical, Collection Systems, and Safety/Compliance. He has spoken on the topic of training and training systems to the American Society for Training and Development (ASTD), Corporate University Summit, California Water Environment Association (CWEA), AWWA Cal-Nevada Spring Conference, Tri-State Seminars, American Public Works Association, and many bay area utilities.
