Kevin attended Cal Poly Pomona, where he received his second Bachelor of Science degree in Civil Engineering. Kevin holds a Professional Engineering License (Civil) in the State of California. In addition, he holds State Water Board Distribution Operation (D1) and Treatment Operator Certificates (T1).
Kevin began his career with a private engineering and construction management firm, where he worked on the design and construction management of several wastewater and water treatment infrastructure projects.
Prior to his appointment as Director of Water Reclamation in 2017, Kevin served as the Construction Project Manager over the Water Reclamation Facilities. His responsibilities included managing the planning, design, and construction of various capital improvement projects in close cooperation with the Department's Engineering Section.
As Director of Water Reclamation, Kevin oversees the six Sections that make up the Water Reclamation Division:
- Water Reclamation Administration
- Water Reclamation Operations
- Water Reclamation Maintenance
- Electrical, Instrumentation and Supervisory Control and Data Acquisition
- RIX Facility
- Sewer Collections
