Going Green, Saves a Lot of Green

Presentation Description: Napa Sanitation District (NapaSan) is a California Special District that provides wastewater resource recovery services for approximately 83,300 customers in the City of Napa and surrounding unincorporated areas. These services include wastewater collection, conveyance, treatment, and recycled water production and distribution.
The West Napa Pump Station, one of four collection system pump stations, is located at the northeast corner of the intersection of Imola Avenue and South Coombs Street. The pump station conveys flow from areas of West Napa and pumps the wastewater under the Napa River. The original facility was constructed in 1948 and was expanded in 1979 with minor modifications since the expansion was completed.
Project options studied during the evaluation phase included: 1) rehabilitation of the existing pump station, and 2) construction of a new pump station with a new electrical building. The life cycle cost for both options were the same. After evaluating a range of alternatives, the District determined that the most appropriate solution included the design of a new submersible pump station with attached valve vault, electrical building, standby generator, odor control system, and solar panels including site work, civil, mechanical, architectural, structural, electrical, instrumentation, and demolition of the existing pump station upon start-up and acceptance of the new pump station.
The replacement of the pump station was eligible for the Green Project Reserve (GPR) funding due to reducing energy consumption use by at least 20%. This reduction in energy consumption was achieved by using more efficient pumps and electrical equipment and installation of solar panels. One of the benefits of GPR is that the project was eligible for up to $4M in loan forgiveness. The remainder of the project was funded by a State Revolving Fund (SRF) loan.
This presentation will focus on the evaluation of the alternatives, attention to the energy efficiency of the proposed equipment, and the criteria that drove the decision for the recommended project as well as a review of the amount of loan forgiveness the GPR funding provided and the actual energy reduction after the first year of operation of the facility which exceeded the energy reduction goal.
