Mary Cousins has served as the Regulatory Program Manager for the Bay Area Clean Water Agencies (BACWA) since 2020. She has over 20 years of experience working as an environmental engineer in the Bay Area. Prior to coming to BACWA, she worked for 10 years as a consultant with Woodard & Curran (formerly RMC Water & Environment), where she developed expertise on NPDES wastewater permitting issues, as well as recycled water master planning and permitting. She is a California professional engineer. Mary holds a PhD in Environmental Engineering from UC Berkeley, where she studied hydrodynamics and water quality related to nutrient loading, as well as bachelor’s and master’s degrees from Stanford University.
